City Engineer/Capital Projects (Engineering)
Responsible for performing professional project management duties including establishing project objectives and schedules.
Manages the scope of work, project budgets, construction documents and engineering designs, and participates in services procurement process.
Manages all project coordination including interdepartmental and interagency coordination; and performs related project management work as required.
Performs all contract management functions for assigned projects.
Responsible to plan, manage, design, and review construction plans for projects in the Capital Improvements Program related to paving, traffic, drainage, water, sewer, vertical infrastructure, and other city facilities.
Responsibilities also include supporting the city with oversight and implementation of the Thoroughfare Plan, Water / Wastewater Masterplan and Drainage Masterplan.
Directs, advises, and coordinates with building and construction, floodplain management, storm and water permitting requirements, and enforcement actions City staff, engineers, contractors, and residents within State, Federal, and local regulations.
Serves as the City Floodplain Administrator; coordinates the other department's review of engineering plans.
Reviews commercial and residential engineering plans to verify compliance with City design standards.
Coordinates work with existing and proposed developments; ensures compliance with master plans; provides analytical and developmental recommendations relating to standard detail and specification revisions, policy development, project management, and program implementation.
Attends City Council and Planning and Zoning meetings as needed.
Meets with City management, elected officials, and the public regarding issues and questions related to City infrastructure; prepares and presents action items to City Council.
Meet with the city Finance department on capital project development and budget management.
Coordinates with the City Attorney, Fire and Police departments, and Community and Economic Development departments to ensure collaboration, communication and department-specific issues are addressed.
Reviews exhibits and descriptions for easements and right of way acquisition; assists Legal department with street deeds and public/drainage utility easements; evaluates and responds to technical inquiries from inspectors, engineering, developers, and contractors; provides information, documents, and engineering assistance to the public, utility companies, and other agencies on public and private projects that affect the City.
Prepares ordinances, resolutions, abandonments, and construction bids and documents; coordinates the activities of plan review and project management; negotiates and mediates differences with contractors and reviews change orders; negotiates and develops professional service contracts; verifies work completed and processes associated design and construction payments.
Coordinates with TxDOT, county, and other agencies to ensure any activities in the city that impact other agencies is properly coordinated: represents the city on the North Texas Council of Government storm water committee; addresses and resolves public inquiries.
Performs other duties as assigned.
EDUCATION AND EXPERIENCE
Education:
Bachelor of Science in Civil Engineering or related field (Environmental, Geotechnical, Structural, Transportation etc.) from an accredited college or university.
Experience:
Two years of experience in the field of public works/civil engineering, project management, or construction engineering.
Any combination of education, training and experience that provides the required knowledge, skills and abilities may be considered
LICENSES/CERTIFICATES:
Registration as a licensed engineer in the State of Texas or ability to obtain a license within six months.
Valid Class C Texas Driver License with a good driving record.
KNOWLEDGE AND ABILITIES:
Civil engineering standards, techniques, and practices.
Financial and budgetary management within a local government.
Proper evaluation practices of construction methods and contract agreements for public building, paving, drainage, utilities, and city facilities.
Principles and practices of construction management, storm water management, and state and federal environmental regulations.
Project management practices and procedures.
City organization, operations, policies, and procedures.
Federal, state, and local laws, statutes, rules, ordinances, codes, and regulations.
SKILLS IN:
Managing engineering projects from inception to completion.
Establishing and maintaining effective working relationships.
Working independently, with little supervision, to accomplish goals in a timely manner.
Communicating expectations for staff and department.
Principles and practices of budget preparation and management.
Managing and directing a municipal engineering program.
Operation of standard office equipment, computers, and software.
Effective communication, both verbal and written.
The position is technical in nature with a heavy focus on exceptional customer service.
WORKING CONDITIONS:
Indoor and outdoor environments, exposure to environmental and construction hazards.
Ability to sit, stand, walk, crouch, lift, push, pull, climb, and carry equipment.
Ability to lift twenty-five pounds.
Ability to safely operate a motor vehicle.
