The Investigation Manager will be expected to work on campus as needed to complete their assigned duties and responsibilities but this is not anticipated to exceed 20% of their time.
ORGANIZATIONAL SUMMARY:
USF Office of Internal Audit (IA) provides independent, objective assurance and advisory services designed to add value and improve the university's operations. IA's mission is to enhance and protect organizational value through risk-based and objective assurance, advice, insight, and foresight to assist the university in achieving its strategic goals by bringing a systematic, disciplined approach to evaluating and improving the effectiveness of governance, risk management, and control processes. IA is responsible for coordinating activities that promote accountability, integrity, and efficiency in the operations of USF. All internal auditing activities are conducted in compliance with the Institute of Internal Auditors (IIA) Global Internal Audit Standards (GIAS). POSITION SUMMARY:
The Investigations Manager performs and/or coordinates internal investigations in accordance with professional standards. Manages the EthicsPoint hotline for those allegations assigned to IA. Supports the IA fraud awareness initiatives. Evaluates the control structure in place designed to prevent or detect fraud or other dishonest acts and non-compliance with laws, regulations, and university policies and procedures. Identifies value-added internal control and business process improvement opportunities designed to strengthen internal controls. Prepares reports of findings. Supports the IA internal quality improvement initiatives.
DUTIES:
Intake: Responsible for the investigation intake process for new investigations via EthicsPoint or other method including referrals from other State and Federal investigatory units.. Assesses Whistleblower (WB) status as required under Section 112.3187-112.31895, Florida Statutes, also known as the "Whistle-blower's Act." and recommends preliminary determination. Ensures WB determinations are reviewed and approved by the Director and Chief Audit Executive (CAE) within the 20 day requirement. Prepares WB notifications letter to complainants. Works with the CAE and Director to ensure other Board of Govenors (BOG) and Board of Trustees (BOT) required notification aware made timely.
Performance: Manages investigation portfolio by leading Investigations into alleged fraud, waste and abuse in accordance with professional standards. This includes assessing risks, evaluating internal control design and effectiveness, developing and executing investigation programs and work plans, and performing fieldwork, testing, and data analysis. Mentors and trains IA Team members involved in investigations. Prepares reports on findings, outlining potential violations and recommended corrective action. Supports management and legal counsel with post investigation efforts including resolving control issues and supporting litigation.
Fraud Prevention: Coordinates IA fraud awareness efforts including preparing training materials, participating in training, and scheduling external parties for periodic webinars. Maintains the fraud risk assessment for USF and all Direct Support Organization and communicates results to Leadership. Annually reviews the USF Regulations related to fraud prevention and detection to ensure compliance with BOG regulations, ACFE standards and other best practices.
Quality Assurance: Coordinates and/or performs internal quality assurance reviews, as required by the Institute of Internal Auditors and supports any
independent external assessments.
Other IA efforts: Performs or participates in audits and assurance activities. Evaluates internal controls using a risk-based approach and responds to emerging financial and compliance issues. Identifies value-added internal control and business process improvement opportunities designed to strengthen controls and improve operational efficiency and effectiveness. Prepares reports of findings and makes recommendations to resolve conditions noted. Demonstrates an appropriate level of oversight and guidance necessary to effectively complete the engagement. Mentors team members to enhance their skills.
Performs other duties as assigned.
QUALIFICATIONS
Minimum Qualifications:
Bachelor's degree from a regionally accredited institution of higher education and five years of demonstrated, progressive experience in fraud detection, investigation, or prevention, auditing, or internal auditing experience.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
Preferred Qualifications:
Master's degree from a regionally accredited institution of higher education and five years of demonstrated, progressive experience in fraud detection, investigation, or prevention, auditing, or internal auditing experience. Either Certified Public Accountant or Certified Internal Auditor or equivalent.
