Asset Manager (Project Management)
Financial Analysis & Risk Management
Review monthly reports for each property; analyze performance against budget; identify utility consumption outliers and recommend corrective actions.
Oversee the property budget process, including rent increases (OHCS, Section 8) and contract renewals.
Review and edit audited financial statements, ensuring timely reporting.
Monitor cash flow, including distributions to NHA and partners.
Develop asset management strategies for properties under development.
Analyze and develop strategies for expiring Year 15 LIHTC deals and Limited Partner buyouts.
Create reports, dashboards, and presentations for NHA leadership, board members, and external stakeholders.
Compliance & Contract Management
Ensure compliance with public and private housing finance programs (HUD, LIHTC, Section 8, PRAC 811/202, HOME, CDBG, OAHTC, and others).
Maintain relationships with property management companies, funders, investors, and regulatory agencies.
Interpret and manage partnership agreements, loan documents, and regulatory agreements.
Ensure regulatory and financial reporting compliance.
Manage and negotiate leases and lease renewals for group homes, ensuring lessee compliance and proper property maintenance.
Physical Needs & Capital Project Management
This role requires the ability to travel frequently within the Portland-Metro area. Property site visits may involve walking, standing, climbing stairs, or exposure to varying weather conditions. Reasonable accommodations will be made as necessary.
Conduct property site inspections and assess physical conditions, working with third-party specialists as needed.
Plan and oversee capital needs assessments, preventative maintenance programs, and capital improvement projects.
Manage long-term replacement reserves and oversee reserve transfer requests.
Develop and maintain relationships with general contractors and preferred vendors.
Oversee emergency repairs and ensure timely response and documentation in compliance with state and funding requirements.
Departmental Support
Provide technical assistance in the preparation and maintenance of portfolio capital and budgetary strategies.
Support Asset Management Department operations, including data management, report production, and financial analysis.
Assist in the preparation of periodic reports to lenders, investors, and public funding agencies.
