ORGANIZATIONAL SUMMARY:
USF's Office of Administrative Services (OAS) is made up of the dedicated people who keep our campus, the equivalent of a medium-sized city, moving forward. This team delivers essential services across USF's multiple campuses and locations that together total 11 sites, 1,646 acres, 350 buildings, and 12.8 million gross square feet. With responsibilities that include land use and planning, construction and development, maintenance and utilities, custodial and grounds services, parking and the Bull Runner bus system, environmental health and safety, university police, and emergency management; the OAS team has a wide-reaching impact that touches nearly every aspect of the University of South Florida community in support of the university's mission and strategic plan. On USF's Tampa campus, the OAS team performs a broad scope of services that includes processing and completing over 45,000 work orders annually, providing custodial and maintenance services for 83 buildings totaling 4.5 million square feet, managing over 350 construction and renovation projects each year, providing utilities services for 350 buildings totaling 12.8 million square feet, maintaining 20,500 parking spaces across 93 surface lots and 4 garages, operation and maintenance of a fleet of 26 buses, and performing grounds care of 500 acres of space.

USF Environmental Health and Safety (EH&S) implements policies, procedures and programs designed to protect life, property, and the environment. EH&S promotes a culture of safety by advancing adherence to the principles of safety, environmental compliance, and risk management, and assists the university community in achieving positive outcomes through education, hazard assessment, exposure mitigation, and the responsible management of hazardous materials.
POSITION SUMMARY:
The Safety & Compliance Manager - EH&S position is responsible for the primary management and support of a comprehensive occupational safety program for USF. The responsibilities of the position include the management and coordination of all aspects of occupational safety programs including, but not limited to; Contractor safety, hazard communication, lockout/tagout, fall protection, personal protective equipment, job safety analysis, confined space, forklift, electrical safety, and other applicable occupational health and safety standards. Activities include, but are not limited to program development, self-assessment, hazard review, technical guidance, reporting, internal/external correspondence, inspections, investigations, corrective action development, record-keeping, and applicable training for all USF locations.
RESPONSIBILITIES:
Develops, plans, coordinates, and manages and/or conducts a comprehensive Occupational Safety program for the University across all sites including program development/implementation, consultations, technical guidance, reporting, internal/external correspondence, inspections, injury/incident investigations, corrective action development, and development/delivery of applicable training programs. Coordinates and/or provides response for incidents that occur both during normal work hours and after hours.
Manages and develops a variety of occupational safety programs, including Contractor Safety to ensure worker safety and comply with OSHA CFR 1910 standards including, but not limited to, lockout/tagout, fall protection, personal protective equipment, confined space, forklift, electrical safety, etc
Manages USF's Job Safety Analysis program to identify physical, chemical, ergonomic, environmental, and health hazards of job tasks, so that control measures can be implemented to eliminate or reduce job task hazards. Work with supervisors and employees to ensure Job Safety Analyses are performed and documented for high risk jobs.
Manages USF's Hazard Communication Program to ensure compliance with OSHA's Hazard Communication Standard (29 CFR 1910.1200), ensuring that non-laboratory employees are informed about the hazards of chemicals they may encounter in the workplace. Maintains chemical inventories and SDS for non-laboratory units. Coordinates the sharing of program information with contractors working in USF facilities.
Conducts investigations of workplace incidents resulting in injuries, illnesses, or near misses to determine root causes, recommend corrective actions, complete incident investigation reports, and follow up with management and employees to ensure corrective actions are completed. Completes incident data review to determine trends and corrective actions to prevent incidents.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree and five years of experience in safety or research compliance; or a Master's degree and three years of experience in safety or research compliance. Progressively responsible experience involving safety or research compliance may be substituted on a year for year basis for the required education. Certification in a specialized safety compliance area may substitute for a year of experience.
Licensure Requirements: Specific positions may require licensure or certification in a specialized safety compliance area.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Degree in safety or related field. Five years of experience in the environmental health and safety field specifically in occupational safety. Accreditation as a Certified Safety Professional (CSP).
Florida Driver's License or ability to obtain.
