Recreation Supervisor - Aquatics (Personal Services)
PURPOSE OF POSITION:
The work involves responsibility for planning, supervising and coordination of the Citys comprehensive recreational programs which includes community centers, aquatic facilities, sports complexes, amphitheater, day camps, special events, athletic events, cultural arts, leisure and craft activities for citizens of all ages. Incumbent will be responsible for the planning, organization, and facilitation of a comprehensive Aquatic operation including but not limited to Papillion Landing Natatorium and Papio Bay Aquatic Center, and be responsible for directing, supervising, coordinating, and overseeing recreational, educational, and leisure programs and facility operations, exercise supervision over recreation supervisors and other subordinate part-time, seasonal, contracted recreation staff members and volunteers. Performs frequent independent judgment in accordance with established policies and procedures. Work includes considerable public relations on a continuous basis.
The incumbent will provide direction in all areas of recreation program management and administration in their specific programs and functions in order to ensure the efficient provision of services to the community.
Work is performed with considerable independence under the general supervision of the Assistant Director of Recreation.
The incumbent will be required to work varied hours during the week, including evenings and weekends. The incumbent will also be required to perform duties on an on-call basis, as needed.
ESSENTIAL FUNCTIONS:
Plans, develops, and coordinates all recreation programs and activities including but not limited to Papillion Landing, Papio Bay Aquatic Center, SumTur Amphitheater, Chrysalis Event Center and other assigned areas including facility/program management, facility/program schedules, event rentals, and orders supplies and equipment.
Performs supervisory functions such as; interviewing, selecting and training employees, supervises directly or through subordinate supervisory personnel, assists with staffing, work schedules, assigning work duties, approving payroll, conducting performance evaluations and recommending disciplinary action.
Coordinates and supervises programs in the Recreation Department at Community Center, Recreation Facilities and various City locations, providing high quality exceptional recreation opportunities for participants of all ages in the community.
Plans, coordinates and facilitates creative, engaging and interesting year-around recreation programs and activities; recruits and coordinates volunteers to assist with activities; determines location, equipment and material needs and submits requests for approval.
Maintains all aquatic licenses, permits and equipment mandates by state and federal authorities. Maintains liquor license and food service compliance and training for assigned areas within a time frame established by the employer.
Recruits, hires, trains, schedules and evaluates part time and seasonal staff, including lifeguard, first aid and CPR/AED training for Aquatics Staff.
Develops and maintains department standards, policies and procedures.
Oversees health, recreational, education, sports and creative programs and activities, specifically oriented to the needs of the general public and special interest groups.
Plans, coordinates and facilitates various facility rentals.
Works collaboratively with the Papillion Library staff in the implementation of recreational programming and activities for all ages.
Assists with the supervision and maintenance of various Recreation facilities. General pool maintenance to include but not limited to: checking and adding chemicals, filter changes, and troubleshooting.
Develops and maintains aquatic division standards, policies and procedures.
Attends various meetings within the park and recreation community to keep abreast of current trends in the field of recreation programs and activities and in specific areas of expertise.
Supervises and maintains departmental equipment inventory and orders materials as needed.
Evaluates and analyzes recreation areas, facilities, services, and their benefit to the community; maintains records of attendance and community response.
Coordinates the planning, marketing, implementation and evaluation of assigned areas of responsibility.
Promotes collaborative efforts with other city departments and community organizations.
Coordinates the use of program area facilities in accordance with facility use agreements and/or regulations. Files necessary permits and schedule reservations as needed.
Coordinates the scheduling, use, maintenance, and cleaning of assigned recreation vehicles and equipment. Maintains mileage reports and related records as required.
Submits detailed summary reports, including financial reports on revenues and expenditures as well as participation data at the conclusion of each program.
Assists the Director with the development of departmental plans, goals, policies and procedures.
Assists management with the preparation of the departmental annual budget including but not limited to maintaining records on the departments business transactions and preparing reports on departmental activities, as requested.
Operates city vehicles for special events, programs or meetings as required.
Performs administrative duties including the preparation of various reports and records pertaining to the duties performed.
Operates standard office equipment in the performance of job duties, i.e., copier, personal computer, calculator, etc.
Establishes and maintains positive public relations with community groups, the public, other employees and other governmental agencies as needed.
Attends various meetings as required. Must be prepared to answer inquiries and make recommendations pertaining to the functions of the department, recreational facilities and programs as well as questions regarding city policies.
Assists as needed with the Recreation Department on a fill-in basis and/or as needed.
Physical presence at the assigned job location is an essential function of this role. This position requires onsite attendance during assigned working hours, with remote work arrangements unavailable. Management may consider exceptions under specific circumstances and in accordance with city policies.

ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:
Knowledge and experience in the methods, techniques, and materials and equipment used in the development and implementation of recreational programs.
Considerable knowledge of aquatics, professional planning principles, techniques and practices as it relates to Recreation program management.
Knowledge of city responsibilities and ability to use independent judgment in the performance of duties.
Knowledge of and ability to perform input and retrieval functions utilizing a variety of computer programs dealing with word processing, spreadsheets and data bases.
Knowledge of community resources and agencies available to the public.
Ability to learn and apply city, state and federal laws, policies and regulations which impact the citys recreational activities, facilities, parks and athletic fields.
Ability to learn and interpret rules, regulations, laws and ordinances affecting the principles and practices of public recreation.
Ability to pass the State of Nebraska Responsible Beverage service training within a time frame established by the employer.
Ability to plan, assign, lead and review the work of others.
Ability to work productively in a team as well as independently.
Ability to plan, organize, direct, instruct and evaluate diverse recreational programs adapted to community preferences and needs.
Knowledge of and ability to train personnel in the occupational hazards and safety precautions of recreational programs and activities.
Ability to work with a variety of age groups with diverse needs in social, physical and athletic activities and programs.
Ability to accurately prepare and maintain records, reports and other departmental documents.
Ability to plan and organize a personal work schedule, set priorities and meet deadlines.
Ability to work a variety of shifts, weekdays, evenings and weekends as necessary.
Ability to perform job duties efficiently while managing frequent interruptions.
Ability to deal with the public in a courteous and tactful manner.
Ability to type accurately using a typewriter, word processor and personal computer.
Ability to understand and follow both oral and written instructions.
Ability to communicate effectively, verbally and in writing, in English.
Ability to establish and maintain effective working relationships with the various community groups, the general public, other employees, other governmental agencies and municipal officials.
Willingness to maintain skills above mentioned areas through active participation in appropriate continuing education activities.
Ability to maintain regular and dependable attendance on the job, including attendance and job performance for possibly prolonged periods of time when called out on short notice due to weather conditions, emergencies, and similar situations of public necessity.
Ability to flex arrival or departure schedule for meetings, events, and projects based on team need.
ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:
Must possess a valid drivers license at the time of hire.
Graduation from an accredited college or university with a Bachelors Degree in Parks and Recreation Management, Physical Education or related field, or an equivalent combination of education, training and experience.
Must have a minimum of 3 years of progressive experience in recreation program development and implementation. Minimum of 2 years supervisory experience required in the area of aquatics.
Must obtain and maintain National and State Parks and Recreation memberships.
National certification through the NRPA and/or ACA is preferred.
Must obtain and maintain Pool Operators License.
Must obtain and maintain American Red Cross Instructor Certifications.
Must obtain and maintain American Red Cross Lifeguarding/First Aid/CPR/AED certifications.
Obtain First Aid and CPR Certification within 6 months of employment.
Must have or be able to obtain and maintain State of Nebraska Liquor license in own name within a time frame established by the employer.
Must be bondable.
ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:
Work will be performed indoors in an office setting, outdoors, over rough terrain, inspecting recreation facilities, game fields and swimming pool areas. Work requires a considerable amount of physical activity, including walking, standing, kneeling, bending, crouching, reaching, stooping, lifting and carrying various supplies, equipment, files and other materials. The incumbent is required to frequently sit or stand for extended periods of time, talk, hear and must have the ability to transport themselves to and from various locations throughout the city.
While performing the duties, the incumbent is required to use hands to finger, handle, feel or operate objects or supplies and equipment. Hand-eye coordination is necessary to operate computers and various other pieces of equipment. Work may occasionally be required in times of darkness. Vision abilities require include close vision and the ability to adjust focus. The noise level is usually quiet or moderate, but may be intense depending on scheduled activity.
Work requires extensive interaction with the general public and other community groups and may be stressful when dealing with irate citizens and/or meeting deadlines.
