Director, Cost & Contract Analysis (Finance)

Job Summary
This position supports the Budget, Cost Accounting and Analysis functions. Primary responsibilities include coordinating activities related to Annual Budget, Capital Budget, Forecasting, long-term planning and various other aspects of financial analysis within the company. Budget cycle includes Forward Pricing Rate proposals and estimates. Provides guidance, supervision and assistance to the Budgeting and Financial Analysis staff with direct oversight of all planning functions. Works with the Director, Accounting to gain an understanding of applicable GAAP, CAS, FAR and other regulations so that TriWest budgets and financial models comply with appropriate guidelines. Works with the VP, Controller to develop modeling techniques and to support meeting the guidelines and deliverables of the Budget as well as other ad-hoc financial analysis requests.
Education & Experience
Required:
• Bachelor's (BA/BS) Degree in Finance, Accounting or related field
• Ten (10) years increasingly responsible management experience
• 5 + years of proven experience in Financial Analytics and modeling
• Advanced Excel and modeling software skills
Preferred:
• Prior experience with FAR and CAS highly preferred
• PeopleSoft or other ERP system experience
• Masters Degree in Business Administration (MBA)
• Certified Public Accountant (CPA)
Key Responsibilities
• Directs the annual operating and capital budget process as well as the reforecast process.
• Leads Forward Pricing rate proposal preparation and support. Responsible for preparing budget and Forward Pricing Rate Proposals (FPRP) based on Disclosed Practices to ensure compliance with Cost Accounting Standards (CAS) and Federal Acquisitions Regulations (FAR).
• Works closely with and takes direction from Director, Accounting regarding FAR and CAS matters to ensure alignment of budget to actual practices.
• Provides support and analysis regarding the development of cost proposals across the organization.
• Leads the preparation of periodic cost reports and budget analyses.
• Develops various analyses for the annual budget and reforecast processes and provides to senior management for use in decision making.
• Work closely with Accounting on monthly close, performing variance reviews on key departments and expense lines.
• Proactively partners with operational areas and other departments to better understand their needs in order to assist them in their budgets and forecasting responsibilities.
• Lead development tracking and reporting processes for salary and benefits expenses for the annual operating budget as well as the reforecast process.
• Identify and recommend best practices and tools available for budgeting and financial analysis.
• Leads efforts to analyze data and develop scalable analytical tools.
• Perform tasks with a high degree of quality, ensuring reporting that is timely, complete, thoughtful, understandable and accurate.
• Ensure all procedures and documentation supports departmental policies and procedures.
• Mentor, manage and develop staff, including creation of individual goals, performance assessment and compensation recommendations.
• Perform other duties as assigned.

Technical Skills: Extensive working knowledge in GAAP Accounting, FAR. standards, Cost Accounting Standards, and Federal contracts administration; knowledge of PeopleSoft Accounting software, strong statistical background to perform complex calculations, superior presentation skills, and advanced knowledge of Excel, PowerPoint and other relevant applications.
