The IACP is excited to post the new position for Project Manager, Executive Leadership Certificate Program. We are seeking a self-starter with strong instructional design experience that will build, launch and maintain the program.
Background
The IACP is developing a certificate program for current, new, and future police leaders. The program will focus on providing police leaders with the skills needed to lead a diverse workforce, foster positive organizational culture, and navigate a constantly evolving environment. The certificate program will serve as a foundation for continued development activities leading to the development, administration, and delivery of a credentialing program.
Job Responsibilities
Working with IACP staff, project partners, and stakeholders, the Project Manager(s) will:
- Lead learning development projects while working with other staff members to analyze, design, develop, implement, evaluate, revise, update project materials and manage new learning products such as publications, magazine content, online resources, curricula, training materials, guidebooks, and educational handouts.
- Revise curricula in response to changes in competencies, practice, legislation and regulation, emerging trends, best practices, learning needs assessments, gap analyses, feedback from training participants and trainers, and other evaluation mechanisms.
- Develop learning objectives and performance outcomes for training courses/learning activities using recognized approaches and determine the most appropriate structure and delivery format depending on learning objectives and desired outcomes of the target audience.
- Develop new and re-purposes existing content to meet learning objectives, identify appropriate delivery mechanisms, develop trainer and participant materials, and produce and/or manages the production of interactive online modules.
- Research and acquire learning resources, including arranging copyright permission where relevant.
- Identify target audiences, design storyboards, and prototype learning products that align best practices in user experience design.
- Develop and deliver in-person and/or online training and technical assistance
- Identify, prepare, support, evaluate, and manage contracting and reimbursement processes for consultants, trainers, sub-recipient organizations, vendors, and subject matter experts
- Identify key partners, agencies, and collaborators in the field; build and manage these partnerships
- Manage, lead, and grow staff members
- Build and sustain relationships with police leaders to enhance project work and understanding of the profession whom we serve
- Coordinate and conduct outreach to law enforcement agencies and criminal justice partners to promote participation in projects and events, gather information, and identify promising practices
- Facilitate meetings, trainings, group discussions, and other events attended by law enforcement, subject matter experts, and criminal justice partners to develop learning products.
- Manage budget creation and development and support budget tracking and invoicing in accordance with IACP and federal guidelines
- Organize and track details of project-related meetings and events including expenditures, logistics, and programmatic information
- Maintain ongoing and effective communication with the project team, staff members, partners, and funding agencies
- Coordinate and conduct educational presentations about the program and its resources; represent the program at events and before relevant groups
- Other duties as assigned
Education
- Bachelor's degree in Instructional Design, Adult Education or a relevant field + three (3) years of related job experience OR Master's degree + two (2) years of related job experience.
- Proficiency in Microsoft Office products (Outlook, Word, Excel, and PowerPoint) and other relevant business software
- Equivalent combination of education and experience will be considered
Required Knowledge, Skills and Abilities
- Experience in designing and developing eLearning and digital content for deployment on a Learning Management System (LMS)
- Ability to identify learning development needs and construct effective learning solutions
- Comprehensive knowledge of current adult learning theories, principles, program design strategies, technologies, trends and best practices applicable to both online and instructor-led learning programs
- Analytical skills, to include the ability to troubleshoot problems from multiple perspectives
- Excellent writing, editing, and communication skills
- Strong penchant for collaboration and teamwork
- Critical thinking and decision-making skills
- Solid task prioritization, organization, time management skills, and attention to detail
- Demonstrated skill in managing staff and projects
- Ability to create and manage a budget, accounting for and preserving project resources
Preferred Qualifications
- Familiarity with and understanding of policing
- Experience with and knowledge of grant-funded efforts
- Experience in a non-profit organization, association, or criminal justice environment
- Familiarity with using AI to develop curriculum
Special Conditions and Work Environment
- Travel will be required based on job responsibilities
- Work takes place primarily in an office environment
- Light lifting, bending, and reaching may be required
