Fire Communications Manager (Finance)
The Riverside County Fire Department is seeking to fill a vacancy for a Fire Communications Manager in Perris. The incumbent will manage and supervise the operation of the Fire Department's Emergency Command Center; performs other related duties as required.
The Fire Communications Manager is a single position classification and reports to a Deputy Director position. The incumbent's responsibilities are primarily administrative and supervisory in nature. The Fire Communications Manager plans, organizes and directs through subordinate supervisors the work of personnel at the Fire Department's 24-hour Emergency Command Center. Administrative responsibilities include reviewing, evaluating, modifying existing, and developing new methods and procedures to ensure the standardization of all aspects of the communication function.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

The Riverside County Fire Department is one of California's largest integrated, cooperative, regional fire protection organizations. The Department, a unique partnership between State of California Department of Forestry and Fire Protection (CAL FIRE) and the County of Riverside, serves 19 partner agencies and 1 community service district. EXAMPLES OF ESSENTIAL DUTIES
• Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods and procedures; assess and monitor workloads, administrative functions, support systems, and internal reporting relationships; identify opportunities and make recommendations for improvement.
• Plan, organize and direct the work of personnel at Fire's Emergency Command Center on all shifts; train and direct the training of staff through formal sessions and continuous on-the-job training.
• Review and evaluate the performance of subordinate staff; participate in the selection of employees; ensure standardization of methods and procedures utilized in all aspects of the communications function; modify procedures to improve effectiveness.
• Evaluate the need for changes in work procedures resulting from new County, state or federal laws and regulations.
• Monitor the speed, quality and utility of the computer, peripheral and communications equipment, and arrange for maintenance as needed.
• Confer with divisions, deputies and managers served by the Emergency Command Center.
• Monitor the accuracy of information entered into computer files; prepare written and computer-generated reports for Fire's Statistical Bureau and operational functions.
• Ensure that the use of communications frequencies by station and mobile units is in compliance with the law and department policy, and provide for corrective action, documentation and reporting of any infractions.
• Coordinate with the Emergency Command Center Battalion Chief to prepare the preliminary annual budget for Fire's Emergency Command Center by projecting costs and writing justifications; write request for budget adjustments.
• Review and approve payroll time reports of subordinate staff; prepare or direct the preparation of requisitions for supplies and equipment.
• Participate in the development, evaluation and testing of emergency and disaster operating procedures in conjunction with other departments of authority and other partner agencies involved in emergency or disaster planning.
• Participate in the development, administration and oversight of budgets; recommend funding for staffing, equipment and training.
• Operate within the Incident Command System with management approval as needed in situations determined by the Fire Chief.
MINIMUM QUALIFICATIONS
Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with a specialization in public administration, fire science, emergency management, or a related field. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of coursework.)
Experience: One year of first line supervisor experience in a responsible administrative or management position which provided full understanding of radio dispatch operations.
Knowledge of: The principles and practices of radio communications, including County, state and federal laws governing radio transmission; Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD) operations; the principles of supervision and office management; computer information management; functions, authority and jurisdiction of the Fire Department.
Ability to: Organize and direct the work of others; train personnel in communications activities; exercise sound judgment in emergency situations; develop and evaluate communications and record-keeping procedures; understand and interpret statistical reports; speak and write effectively; perform basic mathematical calculations; maintain effective working relationships with others.

License: Possession of a valid California Driver's License may be required.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):

36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
